Almost everything in connectivity is sold as a capability. A circuit with a bandwidth. A box with a feature list. A monitoring tool with a dashboard. Each is real, each works as described, and none of them is what you were actually trying to buy. What you were trying to buy was an outcome: a site that works, stays working, and can be proven to have worked. Capability is the raw material for that. It is not the same thing. You can assemble a full stack of capable components and still end up with a location that cannot trade and a set of vendors who each did their bit. This is how outcomes get orphaned.
